AACPS Highlights Dawn Pulliam’s Leadership and Experience on the Board of Education
Anne Arundel County Public Schools recently published Dawn Pulliam’s official Board of Education member bio, highlighting her role as the representative for Councilmanic District 7 and her service as Vice President of the Board.
The profile notes that Pulliam was elected to the Board of Education of Anne Arundel County in November 2024, sworn in on December 2, 2024, and elected Vice President by her colleagues in December 2025.
A proud product of Maryland public schools, Pulliam grew up in Prince George’s County and earned both her bachelor’s and master’s degrees from the University of Maryland. Her career spans more than 25 years across education, workforce development, academia, government, defense, and industry.
The AACPS bio highlights Pulliam’s experience managing major programs, budgets, grants, partnerships, and workforce initiatives. Most recently, she served as Senior Program Manager for the Defense Civilian Training Corps, a congressionally mandated $24 million Department of Defense pilot program designed to connect university students with project-based learning, paid internships, and career pathways into critical civilian acquisition roles.
The profile also details her work at Lockheed Martin, where she founded the Lockheed Martin Sustainment Institute and launched the company’s first enterprise-wide sustainment mid-career leadership program and career pathways initiative. Prior to that, Pulliam spent 23 years as Director of the Center for Public Policy and Private Enterprise at the University of Maryland’s School of Public Policy, where she managed multimillion-dollar grants and contracts while leading operations and workforce development efforts.
