Dawn currently serves as Vice President of the Anne Arundel County Board of Education.
A proud University of Maryland graduate, she brings more than 25 years of proven results in education, workforce development, public safety, acquisition/contract reform and large-scale program management.
Dawn is running for County Council to address the rising cost of living, cut barriers for small businesses, ensure quality education and public safety resources, while managing growth responsibly.
She will fight to keep South County rural while pushing back against overdevelopment in Crofton, Davidsonville, Riva and Edgewater.

Dawn, a lifelong Maryland resident, has called District 7 and Crofton her home for the past 20 years. Her background is in public policy, and she is a graduate of the University of Maryland! GO TERPS! Her experience spans academia, industry, and government, 22 years at the School of Public Policy’s Center for Public Policy and Private Enterprise at the University of Maryland, followed by roles in private industry at Lockheed Martin Corporate Engineering and supporting the Department of Defense.

Dawn has a proven track record working with Federal, State, and local agencies as well as industry, to drive efficiencies in the way the government does its business and improve the lives of others.
22 years at the University of Maryland, managing multimillion-dollar initiatives and programs that created jobs, stimulated small business development and technology commercialization, streamlined government, cut wasteful spending, and fought crime.
Co-founded the Maryland Crime Research and Innovation Center, funded by the Governor’s Office of Crime Control and Prevention and now the official research arm of the current Governor’s Maryland Criminal Intelligence Network (MCIN).
At Lockheed Martin Corporate Engineering, she founded the Lockheed Martin Sustainment Institute (LMSI), a targeted educational model, partnering with universities nationwide, designed to recruit, strengthen, and retain the next-generation sustainment workforce. In addition, she launched the company’s first enterprise-wide Sustainment Leadership Program.
Served as Senior Program Manager for the congressionally mandated $24 million Defense Civilian Training Corps pilot, partnering with universities to build a highly selective pipeline of diverse student talent to serve critical Department of Defense roles.
She currently serves as Vice President of the Anne Arundel County Board of Education and she was elected to the school board by her District 7 constituents, where she serves in a non-partisan role serving every child. She fights daily for improved academic standards, safer schools, stronger support for teachers and staff, fiscal responsibility, and expanding real-world pathways (college, trades, apprenticeships, and agriculture) for every student.
Community Involvement
In her free time, Dawn serves on Southern High School’s Integrated Community Stakeholder Team (ICST). She has served on the ICST since 2021, where they ensure that students have access to career skills and external opportunities for future success. Over the past year Dawn has served as a member of the Greater Crofton Chamber’s Education Committee.
