From the School Board to County Council

A year ago, you elected me to fight for your kids on the School Board. I’ve done that every single day as your Vice President. But I’ve learned something important:

The biggest problems facing District 7 families—overcrowded schools, traffic nightmares, overdevelopment, and skyrocketing costs—can’t be solved in the school board room. They’re solved in County Council chambers.

The County Council approves every development. The County Council controls the budget. The County Council decides if we build new schools or keep overcrowding the ones we have.

Meet Dawn Pulliam

I’m not a career politician. I’m a problem-solver who spent 28 years fixing complex systems in education, defense, and government efficiency. I moved to Crofton because I wanted to be part of a strong community where families could thrive.

Last year, parents asked me to fight for their kids on the School Board. I did—and you elected me with 58% of the vote. Now those same families are asking me to fight for our entire community. That fight happens at County Council.

Why I’m Running

Every School Board meeting, I see the consequences of County Council decisions: schools built for 900 students holding 1,200. Traffic disasters from developments approved without infrastructure. Budget shortfalls because priorities are backwards.

County Council creates the problems. I want to prevent them at the source.

🏫 Stop Overdevelopment

“No More Rubber-Stamping”

For years, County Council has approved developments without ensuring we have the schools, roads, and infrastructure to support them. As School Board VP, I see the overcrowding numbers every single month. It’s unacceptable.

  • Vote NO on projects that exceed school capacity
  • Require traffic studies BEFORE approving developments
  • Make developers pay impact fees for schools and roads
  • Build infrastructure FIRST, approve homes SECOND
  • Protect South County’s rural character from sprawl

💰 Fiscal Responsibility

I spent 23 years at UMD working on government efficiency and 5 years with DoD eliminating wasteful spending. I know how to find waste and cut bureaucratic bloat. District 7 families are stretched thin—the county needs to tighten its belt first.

🚓 Public Safety

District 7 stretches from Crofton to the southern county line—the largest district in Anne Arundel. Rural families deserve the same emergency response times as everyone else. I’ll fully fund police, fire, and EMS without apology.

  • Improve emergency response times in southern communities
  • Fully fund law enforcement—no “defund” ideology
  • Support volunteer fire departments and EMS
  • Ensure resource parity across all of District 7
  • When you call 911, help should come fast

🚗 Infrastructure & Traffic

“Fix Our Roads”

Route 3 is a parking lot. Route 2 is dangerous. Key Bridge is gone. I sit in the same traffic you do. County Council needs to prioritize infrastructure over pet projects and political games.

  • Address Route 3 congestion affecting Crofton commuters
  • Improve Route 2 safety for southern county residents
  • Coordinate with state on major transportation projects
  • Require traffic impact studies before approvals
  • You shouldn’t spend an hour in traffic to go five miles

📚 Education Accountability

“Fund Classrooms, Not Bureaucracy”

As School Board VP, I’ve stood up for parents’ voices in their children’s education. On County Council, I’ll make sure parents’ tax dollars are spent wisely—on classrooms, teachers, and students, not bloated bureaucracy.

  • County Council controls $1.4 billion school budget
  • Demand accountability for student outcomes
  • Build schools BEFORE approving developments
  • Support teachers, respect parents, prioritize students
  • Over 60% of students aren’t at grade level—we need results

🌾 Protect Rural Communities

“Our Farms Are Our Heritage”

South County farms and watermen built Anne Arundel County. As a Farm Bureau member, I’ll fight to preserve agricultural land and waterfront communities from encroaching development and overreaching regulations.

  • Preserve farmland and agricultural zoning
  • Support watermen in Mayo, Shady Side, and Deale
  • Protect property rights of rural landowners
  • Prioritize ag preservation over rezoning
  • Our farms aren’t “future development sites”
